WOODBRIDGE, Va. (WUSA9) -- A man was arrested Monday for spying on and filming women at the Potomac Mills Mall.

Prince William County police say Richard Rodriguez of Fredericksburg dressed up as a woman and entered a women's bathroom at the mall to spy on women.

On Monday at around 3:10 p.m., a 35-year-old woman from Alabama was using a bathroom at the mall when she noticed a bag protruding from underneath a neighboring stall, police said.

When she confronted the person in the other stall she found Rodriguez, 30, dressed in women's clothing, according to police. He then went into another stall adjacent to another woman, police said.

The victim alerted the other woman and contacted security, who detained Rodriguez without incident.

An investigation determined that Rodriguez was involved in a similar incident at the mall on October 11th and another incident at the Wal-Mart on Worth Avenue on May 15.

Rodriguez has been charged with three counts of unlawful filming of a non-consenting person and three counts of peeping. He is being held without bond and due in court on December 22.
