Police: Jail Officer Plotted Sexual Assault On Victim

WOODBRIDGE, Va. (WUSA) -- A jail officer plotted to have a victim sexually assaulted behind bars, police said in a news release. 

The bizarre scenario stems off of charges on another man who was previously arrested in a 'murder for hire,' plot in Prince William County.

Michael George Rusinack allegedly made arrangements with an acquaintance to have a 28-year-old man from Woodbridge killed after the two were involved in a "domestic related feud," and was arrested Monday.

Ralph Lester Justice, 61, of Woodbridge, an officer at the Prince William County Adult Detention Center, was charged with conspiracy to commit forcible sodomy, police said. Justice was arrested for his role in the incident on Wednesday.

"The investigation revealed that Justice conspired with Rusinack to have the victim arrested for a crime then placed in the ADC. Once at the ADC, the plan involved having the victim placed in a situation where the victim could be sexually assaulted. These plans were discussed prior to the solicitation to commit murder which Rusinack was arrested for on May 12th. Following the investigation, Justice was arrested without incident," police said in a news release. 

Justice was being held on $3,000 bond.
